Qatarization Policies and Qatari Youth: Social and Economic Impacts

While Qatari unemployment is low compared to regional standards, unemployment is even more concentrated among first time job-seeking youth than in other countries in the Arab World. This paper examines the impact of Qatarization policies on youth economic and social development in Qatar. Specifically, it examines the changes in the Qatari labor market from 1995 to 2010 and the relevant policies in order to evaluate the success of these policies. Furthermore, this paper places Qatarization policies in the context of broader policies of localization of workforces in the Gulf. In doing so, it examines the evolution of the political economy of localization policies as they have developed from the 1970s until today. In addition to describing the changes in labor market conditions during this time, it also suggests ways in which the current Qatarization policies may be contradictory and offers suggestions for policy reforms.
