Financing the low-carbon transition in the GCC: emerging tools in a post-Kyoto world

Financing the low-carbon transition in the GCC is not often seen sa a significant challenge, given the relative wealth of the region overall. Nonetheless, mobilizing finance for projects in the region remains a challenge and a significant barrier to clean energy deployment and the concurrent reduction of the region\\\'s carbon footprint. This paper would seek to briefly outline key challenges for mobilizing finance in the GCC using the UAE as a case study. It would then focus on existing and “new” tools for financing clean energy and emission reductions in the GCC in a post-Kyoto world, including ongoing use of CDM, new market mechanisms, and “innovative finance” sources such as defense offsets geared towards renewable energy. The paper could then conclude with a brief discussion of the political economy of climate finance issues for GCC countries in the larger UNFCCC and international context.
