Research on the quality of education as measured by students' learning outcomes and the factors influencing them dominate to a larger extent present day policy debate and public agenda in education. In this respect, the present article brings into focus countries in the Middle East and North Africa region, an area which does not receive much prominence in academic journals. It makes a contribution to the very limited debate and cross sectional survey research like TIMSS in this region of the world. The region under question, i.e. Middle East and North Africa, had indeed been underrepresented in the discussion of the implications of TIMSS results for policy aimed at quality improvement in education. The paper tackles the issue of education quality and seeks to answer why educational achievement is so low in this region. It uses TIMSS 2007 database to analyze the factors associated with this low performance. Education production functions for every country, at the student level have been employed in order to answer the previous question. The preliminary empirical results indicate that there are only some variables that predict students’ performance in terms of test scores: the student’s innate ability and motivation, home resources and parents’ education.
