The Global Human Development Report 2007/2008, “Fighting climate change: Human solidarity in a divided world”, stresses that unless dramatic changes happens both at national and international levels, climate change will stall and then reverse efforts to reach the Millennium Development Goals. It is widely acknowledged that climate change is unevenly affecting the different regions of the globe, but the poorest populations bearing the brunt of its consequences in the Arab region. This paper asserts the existence of a widening gap between the rapidly growing global knowledge economy and the woefully inadequate institutional framework that supports and regulates it in the Arab region threatens to undermine any potential gains and could slow the agricultural adaptation to climate change. Like the rest of the world, climate change has common but differentiated responsibilities in the region. An urgent knowledge management policy action is necessary to forge a common Arab Climate Change Adaptation and a common agribusiness and investment environment. This study considers the knowledge economy and its role in agriculture within the socio-political and economic diversity of the region.
