Diasporic State Policies: The case of the Lebanese migrants in the Gulf countries

This chapter aims to examine the policies of the Lebanese State towards its expatriates in Gulf countries. Running parallel to this, and intersecting with state policies at times, are the engagements of political parties in Lebanon with Lebanese communities residing and working in the Gulf. This chapter examines these two processes and reveal their impact on state-diaspora relationships as a site of contestation, tensions and conflicts. In doing so, I intend to show the reasons for the failure of the Lebanese state to forge a unitary diasporic policy and make it more or less acceptable by the majority of the Lebanese diaspora in the Gulf countries.
