The paper begins with a discussion of the problems of migrant workers in relation to wages. This includes issues such as the wage competitiveness between origin countries vying for greater share of jobs in the GCC; labour recruitment fraud; contract substitution; wage determination processes; wage discrepancies that violate the principle of equal pay for equal work, etc. The widespread practice of withholding wages and non-payment of wages has led to some GCC states introducing a wage protection system where, for example, employers are required to pay employees into bank accounts to ensure an official record of payments that can be reconciled with contracts. An assessment will be made regarding the efficacy of wage protection and its regulation. This will include flaws in the system that unscrupulous employers use to exploit workers and go undetected. Where possible, official data will look at prosecutions of employers for wage payment violations and remedies.
