Iran, a Gulf regional power looking to the Indian Ocean

The Islamic Republic of Iran considers itself not only a regional power defining the strategic landscape of the Persian Gulf and beyond, struggling in a regional Cold War with Saudi Arabia, but has aspirations in the wider Asian context. The CIRI (China, India, Russia, Iran) 4-pole concept of Asia, the ’opening to the East’ policy of the early 2000’s and the Iranian participation in all regional (Asian) cooperations including the Indian Ocean Rim Association serve Iran’s strategic as well as economic interests, which include the freedom of navigation, naval cooperation with India, the development of Chabahar port and advancing trilateral cooperation with Afghanistan and India and the protection of the Iranian position in the Strait of Hormuz. The Chinese One Belt, One Road project, the foreseen North-South axis of cooperation are also part of the Iranian strategic planning aimed partly to counter-act US interests – and possible Saudi outreach - in the Indian Ocean.
