ABSTRACT OF PAPER

Title of Paper:
Iran: How to Rationalize and Balance Those Triangles

Paper Proposal Text :
Iran has long played an important role in the Middle East, especially the Iranian nuclear issue rising suddenly as one of the major international hotspot issues since 2003. Whether willing or not, Iran has always had to deal with the puzzles among the great powers in and out of the region. But the situation changed a lot on July 14, 2015. The Joint Comprehensive Plan of Action (JCPOA) , known commonly as the Iran deal—an international agreement on the nuclear program of Iran was reached in Vienna between Iran and the P5+1 (the five permanent members of the United Nations Security Council—China, France, Russia, U.K, U.S.—plus Germany) that day. From then on, Iran met with a few complex but interesting triangle international relations. First of all, U.S. —Iran—Israel relationship is a problem for Iranians. After the 1979 Islamic revolution, U.S. had deep feelings of hatred with Iran, while America’s loyal ally in the region—Israel regarded Iran as snakes and scorpions. U.S. generously offered the gifts to Iran—the Iran deal and implementation of the disarmament policy of sanctions. That is unacceptable for Israel. The second triangle is about Russia—Iran—U.S. relations. Syrian crisis and the rise of IS awarded Russia the rare opportunity to return to the Middle East, but how can the veteran hegemony U.S. retreat willingly from the region? Iran in turn has to balance its interests between these two big powers who are both with ill intent. The third group is necessary to mention China—Iran—Saudi Arabia relationship. Iran always thinks it to be the hero to contend the West in the Islamic world, and of course on behalf of Shiite Islam. On the other hand, Saudi Arabia has always clung to Custodian of the Two Holy Mosques and a leader of Sunni Islam. However, China has the positive and active with the two nations. China’s policy is to strongly promote an early conclusion of the Iranian nuclear agreement and help Iran to get what it wants at last, which will make the Saudi Arabia no happiness at all. The last analysis is about the E.U.—Iran—Turkey relations. Germany in E.U. played a positive role in the assistance to sign the Iran deal at last. Thus, Iran ushered in a golden opportunity to improve their internal and external environment. As we know, Iran has got more benefits since the Arab Spring and the Syria Crisis, but Turkey seems to get less and less from these two movements. Furthermore, Turkey felt more and more trouble and the Europe suffered a lot both caused by them. It’s time for Iran to have more chances to resolve its geographical deficiencies with the neighboring mainland. After the dialysis the four triangle relations above, we can say Iran has occupied a certain favorable space for its diplomacy due to the JCPOA, but there is a long way for it to handle the relationships with regional or world big powers (the Group). If Iran can rationalize and balance these triangles more tactfully, they may be converted to the resources for wellbeing and peace; otherwise, more unhappiness is awaiting on the road.
