The article argues that the Middle East descends into chaos and war because all policies have failed. Therefore, only a radically innovative idea can now bring peace.

Such an idea is the proposal for a Conference on Security and Cooperation in the Middle East, modelled on the European Conference on Security and Cooperation in Europe. The purpose of the proposal is to conceptualize security as collective.

By invoking a successful European model, the proposal works on two levels: it provides a practical model to emulate, and it is visionary by invoking the European transformation from confrontation to cooperation.

To build ownership to the innovative idea of collective security, the article suggests how diplomats can construct a strategic discourse by two sets of theories, on the nature of mental models, and emotions in inter-group relations.

The article shows further that current conceptualization of security by the remaining major stable states in the region, Saudi Arabia, Iran, Israel and Turkey leads to policies that fail their purpose and entail great risks. A strategic discourse for collective security can invoke the alternative analogy of successful security cooperation in the region, the joint fighting of piracy in the Gulf of Aden, as well as the European process of transformation from confrontation to cooperation.

To build affinity across fault lines necessary for a dialogue, the paper recommends that the parties’ accept each other’s normative projects as the basis for communication.
