This paper shall attempt to compare and contrast between the annual costs of two energy systems of electricity generation, already envisaged in Germany, with a proposed similar model for the Gulf Corporation Council (GCC) but of variant resource potentials and different levelised cost of electricity (LCOE).

The first system uses renewable energy, both onshore wind and solar photo voltaic (PV) system backed up with gas powered generation to compensate for their fluctuating productivity of power as to meet utility grid demand by economically providing sufficient energy as well as sufficient power capacity at any given time to achieve energy security. The second system is that which produces the same annual energy production which consists of a combination of nuclear power and a gas powered generation as a back up to balance the residual electricity load.

Finally, an approach to predict future LCOE for wind, PV and nuclear for the next decade or two shall be attempted based on some assumptions including resource potentials and sustainability, carbon capture and storage prices, weighted average cost of capital (WACC) and risk assessment.
