Federal Yemen: The History of an Idea and Its Current Development

The paper explores the history of the idea of federalism in Yemen, and how this history shapes the current political transition following the country’s National Dialogue Conference (NDC) between March 2013 and January 2014. The NDC concluded with a decision taken to form a new six-region federation, yet this is not the first time that federalism has been proposed and implemented in Yemen. The paper analyzes three main issues: first, the boundary lines between the new federal regions of Yemen, and the social make-up of each region’s population; second, the definition of political relations between the new federal and regional authorities, and options for amending these relations in the future; and third, the shared management of valuable resources inside the new regions, and the handling of revenues drawn from these resources. In each case, Yemen’s current plan for a six-region federation is interpreted and critiqued in terms of the past history of an idea.
