The response of the UK to US policies towards the Gulf: Continuity Rather than Change?

This paper addresses recent changes in the posture of the UK government towards engagement with the Arab states of the Gulf. Often portrayed as being in response to the expected downgrading of the Gulf region in the grand strategy of the US, this paper contends that the UK's 'new' engagement with Gulf states (and especially with regard to the UAE, Qatar, and Saudi Arabia) is in fact a continuation of policies of previous UK administrations, but given new impetus by the foreign and trade policy inclination of the coalition government. .

The paper then analyses and assesses the landscape of the UK's engagement with Arab Gulf states, taking stock of the much speculated 'return to East of Suez' discourse, popularised by the Chief of Defence Staff in 2012, the failed attempt to sell the Typhoon fighter to the UAE, and the possibility of the UK establishing enduring bases for its military forces in the states of the Gulf.

The paper concludes with an assessment of the dilemmas of British policy towards the Gulf states and questions whether the US pivot to Asia will include the Gulf region rather than exclude it.
