Prospects of nuclear power in the GCC

Despite the global decline of nuclear power post Fukushima, some GCC states advocate nuclear power as a way to increase and diversify energy resources to meet increasing demand for electricity and desalinated water. This paper examines the economics of nuclear power for the Gulf states and compares it with renewable and traditional energy resources. In addition to standard estimate of electricity generation costs, this paper examines a number of recent reactor construction experiences and trends in photovoltaics to derive a likely range of capital costs. The paper also examines different kinds of reactors, including proposed small modular reactors. The analysis extends beyond the cost of electricity generation to cover aspects such as opportunity cost, availability of resources and water desalination.
